IBM to Invest $1 billion in Training Workers for “New Collar” Jobs

人才不一定要讀大學

With the advancement of artificial intelligence (AI), the need for “skill revolution” has been a hot topic of discussion in various industries around the world. While AI is replacing jobs that were earlier reserved only for human workers, a huge number of new jobs are also being created, requiring humans to work with the aid of analytics and some form of AI.
因應人工智慧(AI)的發展,需要發起「技術革命」,是近來全世界各產業熱門討論的話題,雖然人工智能正在取代早期專門由人類從事的工作,但也創造了大量需要人類操作數據分析和AI的工作。

“We are facing an imminent and profound transformation of the workforce over the next five to 10 years as analytics and artificial intelligence change job roles at companies in all industries”, stated IBM’s CEO Ginni Rometty at a CNBC Conference on April 2. Rometty is also a member of Trump’s American Workforce Policy Advisory Board.

IBM執行長羅梅蒂4月2日於CNBC舉行的研討會上表示,未來五到十年內,數據分析和AI將顛覆所有職業角色,重塑整個勞動結構。羅梅蒂也是川普政府「勞動力政策顧問委員會」的成員。

Rometty predicts that the US will face an AI skills gap. At present, the tech sector represents 10 percent of US GDP and is the fastest growing part of the economy, but there is a shortage of skilled workers needed to fill the estimated 500,000 open high-tech jobs in the country. Tech companies will struggle to fill jobs in software development, data analytics and engineering, as schools have not evolved fast enough to adjust their curriculum to delve more into data science and machine learning.

羅梅蒂預測,美國將面臨人工智慧技術人員短缺,目前,科技業貢獻美國GDP約10%,是經濟中成長最快的部分,然而卻缺乏技術人員來填補國內約50萬個高科技工作職缺。因為學校發展速度不夠快,來不及調整課綱,將數據科學和機器學習納入教程,科技公司將無法順利找到填補軟體開發、數據分析和工程方面的人才。

To gear up for this paradigm shift, IBM plans to invest $1 billion in training workers for “new collar” jobs, a term Rometty has coined for workers who have tech skills, but not a four-year college degree. These “new collar” jobs could include working at a call center, in app development, or as a cyber security analyst at IBM via the P-TECH (Pathways in Technology Early College High School) program. P-TECH is a six-year-long course that starts in high school and offers certification, including an associate degree.

IBM已為此典範轉移做好準備,計劃投資10億美元培訓「新領」人才,「新領」一詞為羅梅蒂自創,用來指那些為擁有技術,但沒有四年制大學學位的工作者,這些「新領」工作者可能通過P-TECH(技術早期高中銜接課程)計畫,在IBM從事客服、應用程式開發和網路資安分析師等工作,P-TECH是為期六年的學程,從高中階段開始,修讀完成後可獲得副學士學位。
